Mount Rainier's own wilderness permit page says winter group permits (13 or more people) can be obtained in advance on Recreation.gov as soon as there is the required five feet of consolidated snow at Paradise; parties of 12 or fewer get winter permits in person the day of the trip or one day before. The page does not say whether that snow depth has been reached.
