The $5 fee allows for a single use of the water fill and sanitary dump station at Watchman Campground. The "Dump Station Fee for Non-campers" recovers utilities and equipment servicing costs for fresh water and sanitary dump stations in Zion National Park. Visitors also have the option to pay the fee directly to campground staff when they are present at the Watchman Campground kiosk. 

Campers already holding a camping reservation do not need to pay a separate fee since access to this amenity is included in the reservation fee.
