Yosemite's own wilderness permits page says that from late April through mid-October any unreserved permits are available in person at wilderness centers on the trip start date, during 8 am to 5 pm business hours only, and warns that few, if any, will be available. From late October to mid-April, permits are issued the day before or the day of the hike and, while quotas still apply, most trailheads don't fill up.
