Spaces open on the launch day itself, issued at the Smullin Visitor Center at Rand first come, first served or by waiting list to parties ready to run.
The BLM's own Rogue River page says a permit may be issued on the day of launch at the Smullin Visitor Center at Rand to a party ready to run a trip, if open spaces are or become available, first come, first served or by waiting list. It publishes no count of day-of-launch spaces.
